Very dangerous to go cutting springs. If your only after fitting the springs it could take up to a month for them to fully drop in height

3. depends where your from mate but if its the uk lately where i live they been taken young driver with lowered cars etc to a mobile or normal MOT centre. If you get caught with cuts its 3points a corner = loose licence

Personally i dont like cut springs have seen many cars with them some handle good some like like s**t.. maybe one or two coils wouldnt be too bad but ive seen people take far too much off them to be safe, go over bump and spring jumps out of shock top!!

I Presume if you get caught with lowering springs then you will also loose your licence?

Down to the letter yes it could be failed. Last time I fitted lowering springs I had helper springs to use at the same time which stopped the springs falling
