Today i was served with a £30 fine for having HID bulbs in my EJ9 :( , unfortunately there is nothing i can do about it but i thought it would be kind if i informed everyone of this issue.

If the car doesn't have self adjusting lights (or self adjusting suspension) and a sprayer system for cleaning the lens. If the bulb is not ECE recognized and is not in a HID built headlamp unit, then a fine can be admitted to the driver. Only one of these criteria needs to be in violation for the unit to be classed as illegal.

Fact sheet: Aftermarket HID headlamps
December 2006

In the Department's view it is not legal to sell or use after market HID lighting kits, for converting conventional Halogen headlamps to HID Xenon. If a customer wants to convert his vehicle to Xenon HID he must purchase completely new Xenon HID headlamps. The reason for this is that the existing lens and reflector are designed around a Halogen filament bulb, working to very precise tolerances. If one places a HID "burner" (bulb) in the headlamp, the beam pattern will not be correct, there will be glare in some places and not enough light in other places within the beam pattern.

The following is the legal rationale:

The Road Vehicle Lighting Regulations 1989 regulate the situation in the UK.
Under these Regulations, HID/Gas Discharge/Xenon headlamps are not mentioned and therefore they are not permitted according to the strict letter of the law.

However new vehicles have HID headlamps. This is because they comply to European type approval Regulations. The UK cannot refuse to register a vehicle with a European type approval. These are to ECE Regulation 98 (for the HID headlamps which are tested on a rig in a laboratory) and ECE Regulation 48 (Lighting Installation on the vehicle).

For the after market, a used vehicle cannot obtain type approval because it is only applicable for new vehicles. However we feel that saying "HID is banned in the after market" would not be reasonable. Instead we should make analogies with new vehicles. It would be reasonable to require HID in the after market to meet the same safety standards as on new vehicles. The same level of safety should apply.

Therefore a HID headlamp unit sold in the after market should:

1. be type approved to ECE Regulation 98 as a component.

2. when fitted to the vehicle should enable ECE Regulation 48 to be complied with (although no government inspection will take place).

3. Comply with RVLR as far as "use" is concerned.

In practice this means:

1. The headlamp unit (outer lens, reflector, bulb) shall be type approved to ECE 98 and be "e-marked" to demonstrate this. That can only be done by the headlamp supplier - Hella, Valeo etc. who must test the headlamp in an independent laboratory.

2. Once fitted to the vehicle it must have headlamp cleaning and self-levelling (which can be for the headlamp or can be in the vehicle suspension - some expensive estate cars have "self-levelling suspension" and that is adequate). Also the dipped beam must stay on with the main beam.

3. The headlamp must be maintained in good working order, kept clean, and aligned/adjusted correctly like any other headlamp.

Under the Road Traffic Act 1988 it is an offence to supply, fit or use vehicle parts which are not legal.

In summary it is not permitted to convert an existing halogen headlamp unit for use with HID bulbs. The entire headlamp unit must be replaced with one designed and approved for use with HID bulbs and it must be installed in accordance with the rules stated above.
 
Well annoying, it used to be something like that you would get 28 days to change it and that would be that, if you got caught after the 28 days you would be fined. That makes sense but they must have a budget to meet or something this year, they are everywhere.
 
Alot of cars run hids in Glasgow.
And alot of other cars have brighter lights than some of the hids like the Audi range

i agree with yu there mate, but they get away with it becasue they are factory fitted with all the auto level and washer etc:angry:

the reason that they changed it from a 28day ticket to a fine is they where finding that we where just changing the bulds, getting the slipped stamped, handing the slip in and then a while later changing them back to the hids. so they thought that a fine would be more effectice :shocked:. and thats from strathclyde's finest traffic devision ;)

yeah totally agree on this cant think of a single occasion where my visions been impared by a modded car running h.i.ds but can think of LOTS of occassions where ave been blinded by audi's, mercs etc!

That is the exact opposite for me. It's the modded cars running H.I.Ds that blind me. Even though the Audi's and Merc's are brighter, they are set at a level that they do not blind other road users.
 
Yea a bit crazy to give out fines for bright lights when there alot more pressing issues out there!! this country to a tee, pisses me right off!

Best just to buy a set of philips extreme or PIAA bulbs and its all good.
 
I welcome this ruling! HID lights are often fitted poorly and the beam pattern scatters in a normal headlight housing. The amount of times I am blinded by HID lights fitted to corsas and saxo's etc. Just buy some uprated bulbs, or eat more carrots ;)
 
I have a set currently fitted to my Integra, the last owner installed them and I haven't got round to putting standard bulbs back in.

It's the same here in France ... giving fines for headlight or excessive speed (91 km/h instead of 90km/h is very dangerous you know ... ) when there is more important issues to be solved ...

They are also everywhere ... they should have a budget to meet ...

I'm thinking of changing them from 6k to 4300k may help reduce the attention from police as they're more closer to oem yellow colour.

Same for me, but thats because im at eye level of the lights in the audi's, merc's etc because of being lowered haha.
 
I will be glad to see the day hid kits are banned from production.
God I hate them with a Passion on cars that ain't supposed to have them.
Been blinded so many times and sometimes you still see the fuzzy light moments after the car has passed,pure dangerous end of.
 
i think the over all opinion on them is that some people are for them and some are not for them. dont thnk they will ever stop making them etc.
 
buy proper kits not the £30 ebay jobbys with anti-glare bulbs and the correct metal surround to correct the beam pattern and set them up/align them correctly using MOT station beam test equipment and i don't see the problem with them. where i live the audi's /mercs are worse by a country mile very steep / rough roads they just look like high beam all the time.

fitting headlight washers is something you should do though.
 
Opinion or not, they'll be an MOT failure from Janurary. Thank **** personally, I'm fed up of being dazzled by chav chariots fitted with these on the county roads where I live. Sadly I expect it will become like the decat farce, fit it for MOT then sod it the other 364 days of the year. :(
