That looks like a 96-98 grill to me.

Ok, well if that's the case mate, then I'm inclined to think that everything bonnet/wings/lights etc are all facelift, and they all seem to line up ok from the pics.

Like Blinx says, it's probably the wrong grill! Do you have a facelift one you can try, off a friends car perhaps?

I'm sure it's not the grill cause I double cheked before I bought it and it fits perfect on to the bumper and also I tried it on my friends 97 hatch and it was different

may be the grill and front bumper aint made to exact oem fitment?

I'm probably just gonna find a friend with a civic 99-00 and see if he let's me try on his hood and see if that's the problem if so I'll just buy one if not then I'll try changing the grill thnx for all the help

i know im new... but the hood seems to be the only problem, why not get the parts you need from 99-00 for the hood to fit (including a 99-00 hood).
