Nurburgring is a whole different kettle of fish, it's not really a hard track on brakes
You want something that will bite well from cold and most importantly remain progressive
Last year i went over with Carbone Lorainne RC6 pads which are a full cintered very aggressive pad and without ABS i was locking up into corners in speeds of up to 120mph, these pads on the other hand were fab at Knockhill where they were continually kept up to a reasonable temperature
All comes down to budget really, but EBC yellows are a great option, never been a fan of the DS2500 as they are such a soft pad and on the road are great as a "fast road" option but on track they won't last long
Hawk HP+ mentioned above is a decent option, i used to cook these big time at knockhill after a few hard laps, but in Germany they would have plenty time to cool between corners
If you can stretch a bit further then would look into the AP dixcel range, the type Z is a bit of an on/off pad due to its soft compound, have a set of these spare for my brembos and not the biggest fan, but the R01 pad is my favourite i've tried to date, not too bad dust wise, but the braking power and fade resistance is phenominal
