i thought it was a hoax at first but some guy in the comments had this to say....
Palmetto frond. They'll do this before they fully open up to their usual form. Basically there's a curve to the frond itself, which when even a SLIGHT wind catches it will act like a sail or in some cases an airplane wing. Once it moves over to the far side, the tension on the stem pulls it back, causing it to spring to the other side. Wind catches it again, and it repeats. They'll do this even with breezes that are so slight you can't feel them.
