The dash on its own is the same just the heater and controls that different.

oh cool thanks but there's an airvent on top of the dash does that change with the year of the car?
 
Both look identical, but if you really really care, the leather grain on 99-00 and 96-98 is different.

On top of that, 96-98 dash has two mounting point at the climate control so that you can attach the 96-98 climate control on the dash with screws. These are all behind the defroster and hazard light switch.

this is off topic but... I've got a B16A2 in my hatch which is off of a 99 civic si and I'm planning on getting a five lug but I heard I needed to get new axels for a five lug... is that true?
