Oifovo is right, despite you are seeing fuel at the fuel filter or fuel rail, it doesn't mean it is functioning correctly. Maybe your fuel pressure is too weak or low, and you still would see fuel coming out from the fuel filter or rail. You need to monitor this pressure to be sure.
Low pressure could be caused by a nearly dead fuel pump (still working), old/clogged fuel filter, or a bad fuel regulator...
You need a fuel pressure gauge (fuel pressure tester):
-Relieve fuel pressure on the fuel tank.
-Bolt the pressure gauge (tester) to the service bolt on the fuel filter.
-Disconnect the vacuum hose from the fuel pressure regulator, and pinch this hose.
-Key position II (ON) for 3 seconds, and start engine.
At idle, pressure should be around 40-50 psi if I remember correctly. A bit less with the vacuum hose connected.
