Brake issues

Standard ek9 brake setup, although I got the car as such a thrown together project so they arent' the originals but any idea what could be the issue?
we think it's probably a dead booster but just wanted thoughts before I start buying bits.

Brake pedal is really really stiff, my little legs really struggle making it slow down quickly let alone coming to a stop suddenly.
sometimes when cruising on the motorway, if you go to brake theres nothing there, and the pedal goes to the floor and then you press it again and it comes back as it should.
under braking you can feel the peddle moving back and forward very slightly as it slows down.
 
Hmm usually if a booster goes you get a rock hard pedal, but having nothing after cruising is strange.
When the pedal moves back and forth while slowing down usually indicates a warped brake disc. I had this on mine after my last track day, at high speeds its judderd but at slow speeds you could feel the pedal go back and forth.

Its possible that while cruising down the motorway with a warped disc, the disc is pushing the pads off of the disc and intern pushing the piston back. So when you go to brake the piston has to close back up to the pads (hence no pedal pressure)

Had this on a customers car at work before.
