Wiring aftermarket tacho to control vtec on B16a jdm

Here's the story I have a B16a jdm engine fitted to a kit car got the wiring sorted to the point where the engine fires and runs, been told that as I don't have to standard Honda instrument panel (mainly tacho) that vtec will not engage for starters is this true?
If so can I wire it to and aftermarket tacho?
If I can how do I do it?

Extra info the engine is a B16a jdm engine and running p30 ecu obd1

Hope someone can clarify and help me solve this

I guess what I'm asking is does the ecu require a feedback from the tacho itself? Or will it be ok as long as the ecu is receiving a feed from the wire near the distributor that feeds the tacho?
 
So as long as all appropriate sensor are feeding back to the ecu (vss,tps,vtec solenoid, etc) vtec will engage at the factory defind point without the standard tacho wired up?
