Water in Headlights

Hey guys i have the the circle headlights for my integra, and it has water in it, id thought itll come out but its been for since the rain has gone for about an week. Do i have to take the headlights out to clean it? or will it go away? or is there another way to get rid of it instead of taking it out?
 
pull out the bulbs and blow air pressure inside the lights it should clear it for a while
 
After taking the bulb out for high and low beam the low beam side looks like it has another layer before the light frame/box do I need to take that out too or blow it anyways
