Tranny oil substitute for Power Steering fluid

I've heard about this being a good substitute. But is it a good substitue when you dont have PS fluid around or a good Full substitute?

Something was said about using 100% synthetic tranny fluid was good for the PS rack.

automatic tranmission fluid is the same as power steering fluid....never heard of usin manual fluid tho
