rear light

yday i saw another civic ek and the rear lights have two normal lights while mine is only the top and the bottom one is replaced with a fog on the drivers side and when i checked the passenger side and it has the hole covered where a 2nd bulb will fit does anyone know why i dont have 2 lights lighting up. and how to have this converted i think it looks nicer with two lights lit up both side.

dont 00 hatchs come wit 2 lights??
