Rear Bumper hanging...Arch rust

I'm think about tidying up my civic a bit and 1 thing that is annoying me is that my rear bumper is hanging down were it meets the wheel arch, which also is destroyed with rust.

Has any1 any tips on how to fix the bumper? and how to touch up the rust and re-spray to origional condition? i'm a complete novice...

Also how do you re-spray the plastic side skirts, the paint is flaking of them and i'm gonna respray them also...any tips..

had the same problem on mine

took it to a body shop - replace the rear arches all together. came to £250 either side to cut weld and repaint

Replacement of the arches is defo the best way to go about if the rust is really bad. You can use fibreglass/ filler but the rust may reappear again a few months later.
