Obd2b help needed

I'm working on a 2000 civic HB with a obd2b engine d16y8 and 2b ex harness I used a jumper harness and running a obd1 ecu p28.my tach won't work it just jumps a few times and goes to 0.I've tried two different ecu both obd1,two different gauge clusters and two different icm's.I've ran a wire from the ICM to the lone blue wire on the shock tower I've ran one from ICM to gauge cluster I've ran one from the ecu pinout to cluster and everything I've tried it's been the same out come.what am I missing

all the clusters dont work or only the rpm?

Sorry just now getting back, but long story short it was the cheap jumper harness, I cut one of the wires on the jumper harness and it fixed it.
