Help! B16b Difficult to start & flat spot @ ~3k rpm

Hello everyone! Any help will be greatly appreciated. This problem is incredibly annoying.
*No CEL's.
*98 B16b
*Adjustable FPR
*I/H/E
*Hondata S300.

This only happens when the motor is cold, or has sat for longer than 20 minutes. *@ operating temp it starts perfect*.

*Key in > Prime fuel pump > Then when I try to start the car, starter spins for a few seconds & the motor starts VERY weak. Often only 3 cylinders for a moment, and the 4th comes in.

  • Replaced the plugs eventhough the old ones looked perfect.
  • Changed to another used distributer (new cap & rotor)
  • New OEM wires.
  • Replaced coolant temp sensor.
  • Checked fuel pressure, and it was fine. Set @ 48psi.

*Once started it idles nearly perfect. It ALWAYS starts, and has never died on me.

**Also, under partial throttle it has a huge flat spot under ~3k rpm. Occasionally while cruising, engine power cuts out completely. Just a quick misfire**
