growling heater

Every time I use the heater on a low setting it makes a loud growling noise. I removed the glove box and it's coming from the white plastic box that's behind the glovebox. Has anyone any ideas on how to sort this out? When I use the heater on setting 4 its fine. Any help would be greatly appreciated.
