Fuel gauge issues

Has anyone had any issues with there fuel gauge. Mine gets to 1/4 empty then stops. I found out the hard way. All iv done is fit un uprated pump and spoon clock faces.
 
Clock face isn't catching the needle in anyway is it?
Maybe check the voltage at the cluster for your fuel gauge and see if it changes when you know it's below 1/4?
 
I haven't got the faces on there anymore. I can only see it being a cluster problem then being in the tank problem
 
I'm not sure where the float/sensor is inside the tank but I'd be surprised if you've trapped it or anything when fitting the new pump.
All the old pump parts came out?

Ground then?
