Faint whining when accelerating

I have a 97 ek4 with a b16a, the other day I noticed my car made a whining kinda noise when I turned the ignition onto accessories. Today it started making the same faint whining noise when I accelerate but only sometimes, it has also done it a couple times when the car is just idling and then the fan came on (not sure if that was anything to do with it) was wondering if anybody else has had similar problems or know what this might be ?

The fan turning on is normal, this will happen when your car idles as there is no air to cool the engine down. When your driving, air flows to the rad which cools the engine so it usually isnt needed while driving unless your driving it hard. With the whining noise, are you sure its not just the induction noise? what airfilter is currently on the car? If its a aftermarket filter with a cone it usually makes a loud whining/sucking air in sort of noise. With the ignition being turned onto accessories, it could possibly the fuel pump. Would you be able to take a vid of it?
