EK9 slow turn signal

Hi Everyone,

First time posting. Just bought a 2000 EK9 here in Japan. I brought my car in for inspection to pass the shaken and failed on a few points. The one that has me lost for a fix is a slow turn signal. They timed it at 48 clicks / min. Requirement is between 60 and 120 / min. Anyone have any ideas? Some trouble shooting advice would be much appreciated.

Turn signals are controlled by a relay so id check that and try another before doing anything else

Its under the driver side dashboard in the fusebox
