D15B jam into a 1997 1.4i EJ9 injector problems

Hello to all
I after a little help if anyone can assist me to resolve an issue ?
I have just fitted a D15B jam engine and gearbox into my sons 1997 EJ9
we used a loom from a eke vti Civic with a loom adapter for the ECU

the problem we have is the engine turns over ok
spark plugs fire as they should
but the injectors don't fire fuel (there is fuel at the rail)

if i squirt some juice straight into the inlet manifold the engine fires up it lumpy but obviously the fuel isn't metered or regulated.

I have checked the voltage at the injectors with the ignition on and its the same as battery voltage around 13.5 volts
injector resistance is 11.6 ohms

I have followed the injector coloured wires back to the ECU and have battery voltage at the ECU.
so i know the power is there.

If i earth the injector feed at the ECU the all inject as they should
Im also aware that they are controlled on the earth side

What i need to know is how to check where they get the signal from to inject at the correct time to inject fuel into the cylinders

Any help will be greatly appreciated

I'd agree does the key light flash when it's turned on? From ignition can you here the fuel pump prime?
 
No they key light for the immobiliser doesn't come on

Yes the fuel pump runs OK as I said there is fuel at the rail

also as stated the engine will run if I squirt a little fuel in the manifold
I know the problem is the injectors not getting the a signal to tell them when to fire
Im just not sure how to find / cure the problem

Also sorry should have typed JDM not jam
