In 1999 and 2000, Honda made the Civic Si and was sold in California, you can pass emissions with this engine as your transplant:
1.6-litre B16A2 engine that made 160 hp (120 kW) at 7,600 RPM and 111 ft-lbs of torque at 7,000 RPM.
You can also transplant a K series engine from a new civic.
