ARP supplies a paper inside the box with the head studs that tell you the torque specs it is also on their website specific to honda, and you do not have to heat cycle and re-torque, just follow the honda torque specification and then torque to the ARP -specs. I learned that a few weeks ago...

It seem that the piston has seized and that is the reason why it wont budge, use the long screwdriver or pry bar as earlier advised and you might want to look into replacing it as well
