i did some research on this car about 6 months ago, here is what i found out:
thats the top fuel zero1000 ek9, there was a few versions but the one in the video was indeed a 1.8 litre, using 9.5:1 compression forged pistons/rods and an ITR crank, it made around 400whp
Most of the turbo components were rebadged Apexi or HKS kits.

well, it really depends on who builds it but id say average cost assuming you already have the b16b and your on a budget is $6500-10,000+
here is a basic break down:
sleeved block/forged pistons/forged rods/ITR crank/labor = $3000-4500
stock ctr head with just ARP head studs = $120
Engine management w/wide band afr cabability = $1000-2000
turbo kit = $2000
upgraded radiator= ebay one $100
3" exhuast = ebay again $180
