idle control valve??

how do i adjust my idle control valve? is it easy? when my engine is cold and i try to turn it on it really struggles to idle above 700rpm and when i touch the accelerator it seems to want to stool then picks up to between 200 and 700rpm

any other thoughts on whats goin wrong?? thanks
