Engine dying before vtec?

Hi all need help my mates Sir EG6 is really slow before vtec kicks in? It is so slow that a 1litre micra would pass ya and when vtec kicks in its sound! Also when he starts it first it keeps reving up and down for about 4-5mins and its sound then! It has being left up for quite a while also! All help appreciated?

Get the valve clearances checked and clean out the iacv. If it's been lying up for a while then a full service should be done i.e oil, filters+new spark plugs
