B18C EK4 hitting limiter at 7k and No VTEC

Hi i have a EK4 with a B18CR swap, using the JDM P73 ECU

Basically the engine lights on, saying code 21, VTEC spool solenoid valve, so im guessing thats why theres no VTEC, but its hitting the limiter at 7k....it idles at 1,100, its wierd, it feels like its running out of grunt at 7k, the noise of the engine changes as it hits the limiter, it doesnt feel like its just hitting a wall at 7k...

any ideas

Swap a solenoid with a working one and try it, only in vtec does it rev higher but seen as its not working then the ecu will not allow it to go higher
