Rusty arches

Honda civic ej9
New member here, have a 2000 Ej9 with some rusty arches car has nct/mot but rust is pretty bad, it would be a shame to scrap it as it's a tight going car and drives better than my 06 Mégane which is newer looking for advice on whether to get it welded up or look for another civic only problem with that is here in Ireland 99% of ej civic have no nct/mot and are overpriced or really far away and rusty so is there much point looking for another or just sort this one out?

this is from the inside looking out, the outer 1/4 is actually solid enough but the inside seen here is bad it has seperated from the tower type support behind the outside panel and the rust also goes around near the petrol fill tunnel too, the other side isn't as bad but is nearly the same as this
 
thats fixable

id get under the car to check the chassis all round, might need to take the fuel tank off to get a better look, if the chassis is rotten then personally id look for another shell
 
to do both sides if i provide the replacement outside arch panels how much would a job like that be? would it run into the thousands or just hundreds? pretty sure the chassis and structural points of the car is fine as the car failed one of its previous road worthiness tests because of the arches only it passed the retest when it was covered up by the previous owner
 
Have a look round on the net to see if you can buy the arches to weld in will save a lot of time trying to make them up
