MR2 papers need help or advice.

My friend bought a MR2 last summer but the fella he got it off has
Disappeared lol ,
He got no log book /tax book in post ,
The fella said it was on English plates but had miss placed them
And will text on the plate number, never happened!
It's a cracker of a MR2 like new , she is white with nice kit ,
Now is there any way of getting the registration with just
Vin number,? we are find it difficult to do it here .
No idea when it came to Ireland or if it came via N.Ire
It's sitting in his garden and is a shame cos it really is a very nice
Example of a MR2 .
Any help or advice would be much appreciated.

No log book, no number plate, sellers done a runner.
I'll bet you met him at a car park or somewhere that wasn't his house aswell...

No went to his house and got a photo of his driver licence
Not that stupid, but hay ,
Garda /police said it's not robbed ,
And that it's buyer beware, and it's a civil matter.
Also that they can not give out any details of the cars owner.
We tried the Vin in nct/mot centre but nothing came up .
Garda also said the surname we have matches the info on the car
But said that's all he can say ,

I was thinking that his family member had passed away and he was left with the car in lock up and thought he would flog it on ,
The story he gave made sense but I never take people for there word ,
That's why I got his driver licence picture.
But still a right pain
