Looking for advice on road situation.

Hi, guys! Looking for advise on road incident that happened the other day . Been driving silver van and made a touch with taxi in the front of me. Place - Park street, London(1 way).
Basically he was in the front of the other car that was in the front of me and pulled to the left just behind parked old classic car. Without full stop he started his "manoeuvre" back to the queue without indicating his intentions. When I saw he is not reacting on my horn, I've started braking and pulling to the right to avoid contact, but like always it was too late and I made slight touch with his car. :( No visible damage - sometimes people parking harder.
On my question why he didn't indicate - he said "there is no lanes, its one way road, I don't care" made few pictures, said I can't drive and drive off. Also didn't ask for details.

Questions - who's fault do you think it was? Should I report to police?

Maybe contact the taxi company,
or get some advice from these guys:

Thay wasn't helpful - advised to contact insurace. But what for if no damage or injury was made?
Ill fill accident form in police station, just to be at the safe side.

Sorry I couldn't help. But what exactly do you want to achieve, might aswel let it go like he did.
 
If he was a reasonable man, he could talk to me, exchange mobile numbers, but not just take the photos and drive off. I didn't report to insurance, as it was no damage or injury caused - just made a report to police in case he claim for injury, etc.
It was not a big deal, as I see many situation like this in busy London traffic, but he didn't want to establish conversation, so I have to back up myself. You never know who you dealing with these days.
