Ok well aslong as everything is ok with the dizzy try this.

At the Ecu plugs you will need to swap the pin number A16 to the blank slot of A15. This will bypass the immobilizer on 99-00 civics assuming that it is an obd2b with the 3 pin ecu as i have seen a few odd 99-00 still using obd2a ecus and dodge 2 pin ones also.

Is it really that simple??? Everywhere I've looked are saying get the immobiliser removed from the ecu!

So just swap a16 to a15?

I'll give this a go today!

Yeah in an OBD2b car it is as simple as that, swapping A16 to A15 will bypass the immobilizer which will then enable the fuel pump to prime, hopefully this is your problem rather than the spark issue. Usually this needs to be done when you do an engine conversion and used different ECU's but considering you are having this problem it has got to be worth a try hasn't it... OBD2a cars are more difficult!

UPDATE:
As I've neglected the rear of the car abit I thought I'd top up the underseal on the rear arch and give it another coat for extra protection.

Removed the coilover and camber arms
And stonechipped The trailing arm

Removed the brake callipers on the fronts, split them and cleaned them both up whilst giving them a lick of silver hammerite

Ordered a package from Ryan star racing which got delivered yesterday!
Quality on the parts is second to none!

Fitted most of the engine dress up parts and secured my intake pipe

As I got to the unit I unplugged my ECU to take some picture to get my immobiliser removed, as I was leaving I plugged it all back in and thought I'd give it one last try.
Then out of no where my immobiliser light came on, my dash lights lit up as normal, the fuel pump primed and the engine started!!!!

Glad you got the car fired up after the trouble you had! at least it wasn't down to the wire tuck!
 
Update :
As I've always loved the look of the rocket bunny front spot lights and daylight running lights. I tried to re create this.

I didn't want to be cutting into the actuall bumper it's self, so i had a look at where I could fit it to the grills.

I purchased some single led spot lights and wired them into my side lights.

Sort of come on like fog lights so have to play it as I go but I'm happy with how they look!

UPDATE:

To start with I bought a set of LED indicators and test fitted them to find they hyper linked, so I bought some resistors. Turned up today so I fitted the resistors and worked perfect.
Much nicer light.

Then my original plan was to get my spindles and suspension forks chopped and shortened, but seeing other peoples snapping, and a local cast welding informing me that they will be very weak on the area that's welding I went against. So whilst they where off I cleaned them all up and painted them.

Also my front camber arms turned up from America they where originally red, and as you can see them in my engine bay I colour coded them to my rocker cover.

Also masked my rear quarter up and got it in primer. Feels good not seeing a rusty arch anymore

Update:
Rebuilt the front end components
The camber arms on to the spindles

Then raised the coilovers for the time being and fitted the forks, then fitted it all in the arches copper greasing everything!

Then my new discs and pads came in
Gone for some drilled and grooved 262mm discs & some Brembo pads

Fitted the discs
Just need a second person to help me bleed the brakes.
Also primered the smoothed boot

Update:
So finished off the brakes, took the clips out & gave them a clean, put the new pads in and checked over all the components.

Closed the callipers, filled the servo up and bled the brakes!
They feel perfect!

After that I got the car down in all fours to see how it all sat, sits pretty low but can't really tell with massive tyres on.
But can go much lower!

After this the unit needed a really good clean!!!
So got the car outside
Gave it abit of a wash and tidied the unit up!

Update:

Split all the suspension, and cleaned them all up!
Covered in a years worth of muck!
Cleaned all the threads and grinded them all back to metal,

Painted all the struts and copper greased all the threads
The rears went gloss black and the front went fluro red (got bored fancied something fun)

Had some 12k (375lb) 6inch custom springs made for the rears but stupidly ordered a 2.5 ID and it was wrong. As I couldn't be bothered sending them back I just got the adjuster ring milled down to 2.5" at a local engineering company

Update:
As the car has been turned around I am able to get to work on the other rear arch! Upon inspection this arch has a lot more rust in awkward places! (Not fun at all) so started by chopping all the rust out again and making patches!
Got it all finished and welded tonight, just need to seam sealer all the welds and put some fibre glass in a few places to keep it all strong and tidy!

Also as I was borrowing my mates fuel pressure gauge mine turned up so swapped mine on! Went for a front facing black gauge
Suits it a lot more but not happy about the pipe going across so will need to rotate the top of the regulator

Update:

Today I managed to get all the rear arch sealed up and glassed in some places! Ready for underseal and stone chipping!!
Also rebuilt all the coilovers
Rears - Fully copper greased & new custom stiffer springs,
All painted gloss black

Fronts - Fully copper sealed fluro red struts, nardo grey topmounts, Removed bumpstops.

With the top mounts for the fronts as you can see them then got refreshed, all grinded down, rust removed and repainted, also had some spare purple dress up washers from the bay so I drilled them out to fit over the two topmounts stud, also found a gold one to fit over the strut stud.

Also prepping the rear underside for underseal I started removing my LCA's to come across my last bolt to be seized!
Tried everything to get it out but had no luck! So got the cutting disk out and chopped the bolt off!

Split down, cleaned and greased the rear camber arms

Sealed and glass the rear inner arch
Then wirebrushed it all for s fresh underseal

Wire brushed all underneath the rear of the car, then undersealed the entire of it, fuel tank ect

These come with a 12month warrenty and feel really sturdy!

Fitted the rear coilovers, the Ryanstar racing subframe brace, rear camber arms and the new LCA's.

Copper greased every nut and thread all fitted a dream and simple.

Update-
So the rear arch, got it all in a skim if filler, this side had a really bad dent in the lower quarter so got it out as much as I could and also got some filler in that!
Lined all the bumper up and fits well!
Just took a lot of work

Last skim is in now to fill some little pot holes but ready for primer this week

Engine/bay-
I've not yet set the ignition timing with a gun but it's idling, but when I Rev it bogs and does nothing, it could be my fuel rail as it is made for a B series so
I swapped out my AEM rails and fitted the standard one but waiting on a banjo fitting for tucked fuel line. Hopefully should solve it.

Update.
So swapping the fuel rail has made no difference, so I'll set the ignition timing and see how it goes, car could be in limp mode. But still cracked on
Got the rear arch in primer and made some new custom tilt brackets for my spoiler fancied abit more tilt that last time.

Also sanded down all my rear bumper
My original plan was to buy a new one but decide to save the money and sort this one, it did have a crack do I plastic welded it up and fillered it
