So your car is low and you have no rear camber kit?
You unbolt the rear upper control arm. Take the old bolts that went into the chassis to the hardware store. Get some stainless steel washers that fit tightly around the threads with little or no slop.
Since you'll be using I'm guessing two or three washers, you need to get new bolts of the same thread size that are slightly longer than the old ones. Then use trial and error to find how many washers you'll be using. I would start with two washers over each bolt on one side of the car, then put the wheel on and see how it looks. Add or subtract from there.

you are basically spacing out the upper arm which pushes the top of the wheel outwards adding more positive camber, same as what camber adjustable arms do although without the accuracy of having threaded adjusters
i used 5 washers before I got cambers
How many washers used depends on how much negative camber you're correcting, along with how thick the washers are that you choose.

Your best "budget" camber solution would be to not lower your car way too much, and then get an SPC replacement adjustable ball joint for the front.
